Description: This report analyses options to make international public climate finance more transformative. This analysis focuses on the use of climate finance for wider catalyzation of overall financing for climate finance in developing countries. The report identifies eight sets of levels to drive. Climate action: project-based investments, financial sector reform, fiscal policies, sectoral policies, trade policy, innovation and technology transfer, carbon markets, and climate intelligence. It then examines how climate finance is deployed to address the barriers to action for each lever and derives general principles for transformative climate finance based on its analysis relating to allocation of climate finance, use of different financial instruments and other improvements in modalities and processes. This synthesis report builds on two background papers and is intended to contribute to the ongoing debate on improving the effectiveness of different types of climate finance. The primary audience for this report comprises the donor community, DFIs, and dedicated climate finance funds.
