Unlocking capital: Towards a European approach to mobilising institutional investors

Description: This brief highlights the EU’s growing reliance on private capital to help bridge the $4.2 trillion annual Sustainable Development Goals (SDGs) financing gap. With limited official development assistance, institutional investors, managing over $100 trillion in assets, are seen as crucial to closing this gap. However, current mobilisation levels remain inadequate. The European financial institutions, including the European Investment Bank (EIB Global), the European Development Finance Institutions and the European Bank for Reconstruction and Development, have made strides in attracting private capital, but their efforts remain fragmented and small in scale. We call for a more strategic approach to mobilising private capital, particularly from institutional investors, to advance the EU’s development, economic and geostrategic objectives and help improve the EU’s offer to partner countries. We outline a number of recommendations which are essential for translating the objectives of the new European Commission – also dubbed the ‘Investment Commission’ – into practice and achieving the promised €300 billion in investment under the Global Gateway strategy.
