This publication, developed under the “Collect More – Spend Better: Green Public Financial Management (GPFM)” initiative, is part of Germany’s Sector Programme on Good Financial Governance (GFG), implemented by GIZ and co-financed by the EU and BMZ. Designed to be both comprehensive and accessible, the guide facilitates navigation through resource descriptions based on key criteria—who, when, what, why, and how. With most resources published after the COVID-19 pandemic, the toolkit reflects the fast-evolving landscape of fiscal reform and environmental integration, offering a timely and globally relevant reference for sustainable public finance.
