Despite the relevance and usefulness of the publication, the main challenge has been the consistency of its release following the first two editions published in 1998 and 2003.This gap is partly due to the format of publication which was in a voluminous hard copy which limited its dissemination across a wide audience of stakeholders and constrained the exploitation of rich information provided by the report. At the same time, it reflected a growing number of more comprehensive and consistent data sources.
